I'm going to try and polish it up with rubbing compound and if that doesn't clear it up, I'll just say f*** it and put it back on. If it's rust and it corrodes, oh well. It'll give me and excuse to buy an ebay cutout dp for an srt4.

Stainless steel is somewhat of a misnomer in so far as the lower grades certainly do stain, they just do it LESS. Stain LESS steel-regardless of appearance-will certainly outlast the black iron-mild steel- whatever-by a long ways.
Unless your in the rust belt where salt is a threat to your pipes I don't think you would ever need to replace.
